Does home insurance cover basement flooding?

Short answer

Usually not by default. A standard Ontario home policy covers sudden internal water escape — a burst pipe or a failed water heater. Damage from sewer backup or overland flooding is excluded unless you have added those specific endorsements.

Water is the most common home insurance claim in Ontario, and also the most misunderstood. Three different causes of basement water are treated as three different coverages, and having one does not give you the others.

Why sewer backup is the one to add first

Sewer backup coverage may be available as an optional endorsement or part of a water package. Ask for the exact definition, limit, deductible and exclusions in your policy. Availability and cost must be quoted for your property.

  • Ask what the sewer backup sublimit is — some policies cap it well below your contents limit.
  • A backwater valve can earn a discount and, in several Ontario municipalities, a rebate.

What to do in the first 24 hours

  • Stop the source if it is safe to do so, and cut power to the affected area.
  • Photograph everything before you remove anything.
  • Call the licensed professional who placed your policy before you call a restoration company — many insurers have preferred vendors.
  • Keep receipts for emergency mitigation. That spend is usually reimbursable.

Is overland flood coverage available everywhere in Ontario?
Not everywhere. Properties in mapped high-risk flood zones may be declined or limited by most standard markets. A licensed professional with access to specialty markets is your best route.
Will one water claim affect my rate?
Typically yes, and water claims affect eligibility more than most. Two water claims in a short window can move you into a non-standard market.
Does tenant insurance cover basement flooding?
Tenant policies cover your contents, subject to the same water exclusions. Add sewer backup if you live below grade.
